The Provision of Public Goods in an Economy with Ethnic Divisions∗

چکیده

Many observers have argued that ethnic divisions make public goods more difficult to provide. This paper examines the provision of public goods in an economy with ethnic divisions. Households feel altruistically toward other households in their ethnic group. The amount of public goods in private contribution equilibrium is generally in decreasing in the amount of ethnic diversity. Public goods provision is inefficient using the private contribution mechanism. In certain circumstances, majority voting provides an efficient level of public goods. Ironically, majority voting acts as a planner who favors the minority. ∗I thank V.V. Chari and Larry Jones for helpful suggestions. Ethnic Heterogeneity and the Private Provision of Public Goods

Theoretically, more ethnic heterogeneity may lead to higher aggregate provision of privately provided public goods if ethnic heterogeneity increases the uncertainty about the aggregate level of public good provision. Empirical results in this article, which are based on household survey data from Kampala, Uganda, show robust evidence that an increase in ethnic heterogeneity is associated with a...

Is Diversity Detrimental? Ethnic Fractionalization, Public Goods Provision, and the Historical Legacies of Stateness

Existing research has shown that highly diverse countries tend to provide less public goods. Classical theories of state formation are then tested to show that favorable topogra...

To address concerns over endogenous local ethnic composition, and in an advance over most existing empirical work,...

TRIBE OR NATION? Nation Building and Public Goods in Kenya versus Tanzania

T design of public policies that promote interethnic cooperation remains poorly understood nearly twenty years after the appearance of Horowitz's seminal work. Why Does Ethnic Diversity Undermine Public Goods Provision?

Alarge and growing literature links high levels of ethnic diversity to low levels of public goods provision. Yet although the empirical connection between ethnic heterogeneity and the underprovision of public goods is widely accepted, there is little consensus on the specific mechanisms through which this relationship operates. We identify three families of mechanisms that link diversity to pub...
